Previously, if your account had credits but no active subscription — for example after buying a credit pack without subscribing — submitted jobs would stay in the queue and never actually run. The system now falls back to a small free-tier concurrency (one to two concurrent jobs per provider) whenever plan-based limits cannot be resolved, so every account with available credits can make forward progress. Upgrading to a paid plan continues to raise the concurrency ceiling significantly.
